KP Hardiman Pavilion redevelopment

As part of our ongoing commitment to community health and wellbeing, we’re planning for the redevelopment of KP Hardiman Pavilion on Plenty Road in Kingsbury.

Why is Council redeveloping KP Hardiman Reserve’s sporting pavilion? 

The existing pavilion is rated as a priority for redevelopment in Council’s Outdoor Sport Infrastructure Framework following an assessment audit (2020), and its redevelopment is a strategic action in the Darebin Council Plan (2021-2025).  

The building is largely outdated and has reached the end of its useful life. It requires complete redevelopment to meet the needs of our community and accommodate growing sports participation in the Reservoir, Kingsbury and surrounding areas. The new facility will focus particularly on fostering participation for women and girls. 

How will this redevelopment benefit the community?  

Council will deliver a new facility with gender-inclusive changerooms, a publicly accessible toilet and community social rooms to complement the recent installation of the lit synthetic hockey pitch. This will ensure more community members of all ages, genders and backgrounds have access to facilities that enable healthy, social and active lifestyles. 

Following consultation and advice from the current tenant sporting club (La Trobe University Hockey Club) and Hockey Victoria, the new design includes: 

  • Social function room
  • Two (2) gender-neutral and inclusive team change rooms, showers and toilets
  • Kitchen/kiosk and associated storage
  • Referee change rooms (gender-inclusive) with showers and toilet
  • One (1) publicly accessible toilet
  • Storage areas
  • First Aid Room 

Does the pavilion’s redevelopment meet established sustainability standards? 

The pavilion’s new design meets Council’s ESD policy requirements, which are over and above that of the National Construction Code. The design incorporates many sustainability measures including: 

  • Reticulation of catchment water
  • Solar PV system [what is PV?]
  •  Heat pump hot water units
  • All electric, high efficiency appliances
  • Great passive design principles 

What are the current project timelines, and when will this pavilion be constructed?

Stage Indicative dates
Consultation with facility user groups and stakeholders January to September 2024
Tendering phase October to December 2024
Commencement of construction Early 2025
 Expected completion Mid 2026

Who was involved in the consultation process? 

We completed targeted consultation with several user groups and stakeholders throughout the design process. They include: 

  • Tenant sporting club – La Trobe University Hockey Club
  • Hockey Victoria
  • La Trobe University Sport
  • Wurundjeri Woi Wurrung Cultural Heritage Aboriginal Corporation
  • External Heritage Advisor
  • Darebin Creek Management Committee
  • External services authorities
  • Internal Council departments 

How will the redevelopment of KP Hardiman Reserve’s sporting pavilion impact its users? 

Some disruption and inconvenience is expected for neighbouring residents and ground users during the works period.  

There will be no car park access during the construction period. Alternative car parking will be available at CT Barling Reserve, opposite KP Hardiman Reserve.  

The existing pavilion will remain accessible for the sporting tenant club, along with public toilet access for reserve users. Alternative public toilet facilities are located at Darebin Community Sports Stadium, 100 metres from KP Hardiman Reserve.
