Notice of intention to lease - Childcare and Kindergarten Leases

UPDATE: At its meeting on 27 November 2023, Darebin Council extended the deadlines for community members to be able to lodge and present submissions to the Early Years Services Lease Renewal engagement.

Submissions can now be lodged in print or online form by 7 December 2023. The previous deadline was 28 November 2023. Those who lodge a submission can now also register to present in person at the Hearing of Submissions Meeting on 11 December 2023, by 12 noon that day.

Darebin City Council gives notice under section 115 of the Local Government Act 2020 (Act) of its intention to enter into a lease with each of the following service providers (‘Tenants) for the provision of childcare and kindergarten services at the various Council premises (Reference number fA1333222):

  1. Alfred Nuttall Memorial Kindergarten Inc. located at 34 Separation Street, Fairfield
  2. Annie Dennis Children’s Centre Inc. located at 2 Oldis Avenue, Northcote
  3. Batman Park Kindergarten Association Inc. located at 79 Elm Street, Northcote
  4. Clifton Street Children’s Centre Inc. located at 55 Clifton Street, Northcote
  5. Clyde Street Kindergarten Inc. located at 64 & 70 Clyde Street, Thornbury
  6. Darebin Childcare and Kindergarten Inc. located at 260 Gower Street, Preston
  7. Darebin Childcare and Kindergarten Inc. located at 6-8 Kenilworth Street, Reservoir
  8. Gower Street Kindergarten Association Inc. located at 146 Gower Street, Preston
  9. J.S. Grey Kindergarten Association Inc. located at 524 Gilbert Road and 25 Sheffield Street, Preston
  10. Early Childhood Management Services Inc. (t/a Keon Park Children’s Hub Kindergarten) located at 1-5 Dole Avenue, Reservoir
  11. The Merri Community Childcare Centre and Kindergarten Inc. located at 313 St. Georges Road, Thornbury
  12. Northern Darebin Combined Kindergarten Association Inc. (t/a Gellibrand Crescent Kindergarten) located at 26 Gellibrand Crescent, Reservoir
  13. Northern Darebin Combined Kindergarten Association Inc. (t/a Blake Street Kindergarten) located at 109 Blake Street, Reservoir
  14. Northern Darebin Combined Kindergarten Association Inc. (t/a Maryborough Avenue Kindergarten) located at 14-16 Maryborough Avenue, Kingsbury
  15. Early Childhood Management Services Inc. (t/a Oakhill Children’s Centre) located at 91-95 North Road and 12 Acheron Avenue, Reservoir
  16. Perry Street Childcare Centre and Elizabeth Gorman Memorial Kindergarten Inc. located at 127-129 Perry Street, Fairfield
  17. Raleigh Street Community Children’s Centre Inc. located at 28 Raleigh Street, Thornbury
  18. Thornbury Kindergarten Inc. located at 8 Newcastle Street, Thornbury

The proposed key terms of the lease are as follows:

  • an initial lease term of two years commencing on 1 January 2024 with an option (at the Tenant’s election) of three years;
  • rent of $104 per annum plus GST for the first two years;
  • terms and conditions relating to outgoings, utilities and maintenance for the initial term of the lease to remain the same as the current lease agreements that expire on 31 December 2023.

Objections and support to the proposal must be made via Council's formal submission process and can be lodged online via this form or in writing to:

Any person may make a submission on the proposal in accordance with Council’s Community Engagement Policy, as required by section 115(4) of the Act.

Submissions must be received by no later than 5pm on Tuesday 28 November 2023.

A person making a submission is entitled to request that they wish to appear in person, or to be represented by another person at Council’s Hearing of Submissions Committee meeting on Monday 11 December 2023.
