The proposed Planning Scheme Amendment to apply a permanent heritage overlay to seven heritage places along the Heidelberg Road corridor.
It is a duty of Council to identify and protect heritage places under the Planning and Environment Act 1987 for the net benefit of the community.
We engaged GML (formerly known as Context) heritage consultants to carry out a Heidelberg Road Heritage Assessment(PDF, 10MB). The assessment report identifies seven ‘individually significant’ heritage places worthy of protection.
The purpose of Planning Scheme Amendment C203dare is to implement the findings of the report into the Darebin Planning Scheme through the application of a heritage overlay.
In general, a heritage overlay means you will need to apply for a planning permit from Council if you want to make external changes to a heritage place (some minor buildings and works are exempt). Any new development will need to be responsive to the identified significant heritage value.
Amendment C203dare was on public exhibition from November 11, 2021 to December 13, 2021. Submissions have now closed. Council considered a report about the submissions made to the Amendment at its Planning Committee meeting on Monday 11 April 2022. Council resolved to refer all submissions to an independent planning panel to review.
