Development Contributions Plan
The Development Contributions Plan places a levy on new development in the City of Darebin to help fund infrastructure for our growing community.
The plan will help fund infrastructure for our growing community to 2041.
The are two types of DCP levy:
- Development Infrastructure Levy applies to all residential and non-residential developments and contributes to funding development infrastructure, such as roads, paths and basic community infrastructure items
- Community Infrastructure Levy applies to residential development and contributes to other buildings or facilities used for community or social purposes, such as pavilions and recreation centres

What types of development does the DCP levy apply to?
The levy applies when development results in additional dwellings and/or non-residential floor space.
The levy does not apply where existing dwellings are being replaced, extended or renovated, where fences or outbuildings associated with a dwelling are being constructed.
Other exemptions are detailed in Schedule 1 to the Development Contributions Plan Overlay in the Darebin Planning Scheme.
When do I pay the DCP levy?
A planning permit will set out the requirements for when the contribution must be paid.
The Community Infrastructure Levy must be paid before any building permits are issued for your development.
In most cases a planning permit will require the payment of the Development Infrastructure Levy prior to the issue of a building permit.
If a planning permit is not required, but a DCP levy still applies, payment is required prior to the issue of a building permit.
If a building permit is not required, you need to pay the levy before commencing any development works.
If you have applied for subdivision, the levy is required to be paid before a Statement of Compliance is issued, or as otherwise set out in your subdivision permit.
How will I know the amount of DCP levy I need to pay?
The levy amount depends on which Charge Area the development is in and what type of development it is (residential, commercial, retail, industrial).
Use the DCP map(PDF, 840KB) to find the applicable Charge Area and current levy rates to help you estimate the levy amount.
Council will provide an invoice for the levies owing when a building surveyor has been appointed to a project or when an invoice is requested.

Does the levy affect current permit applications?
Where a planning permit application is decided on or after 25 January 2023 all parts of the DCP levy applicable to that development will be required to be paid.
The Development Infrastructure Levy (DIL) applies to all developments. The Community Infrastructure Levy (CIL) component applies only to the residential component of a development.
Does the levy affect development with permits issued before 25 January 2023?
If the required planning, building and subdivision permits are all issued before 25 January 2023, the levy is not applicable.
If you have been issued a planning permit but not a building permit before 25 January 2023, you may be required to pay only the Community Infrastructure Levy before the building permit is issued.
Does the DCP apply to subdivisions?
Subdivision permits issued on or after 25 January 2023 may trigger the need for levy payments prior to the issue of a Statement of Compliance.
